Consumer Protection Law No. 6502 gives consumers strong rights against sellers, manufacturers, banks and developers. Which route you must take depends on the value of the dispute: smaller claims go to a consumer arbitration committee, larger ones to mediation and then the consumer court.
We act for consumers in significant disputes — particularly off-plan housing and banking — and advise businesses on compliance with consumer law.

Consumer arbitration committees
Disputes below the annually updated threshold (186.000 TL in 2026) must be brought before a consumer arbitration committee, online via e-Devlet or at the provincial trade directorate. Applications are free and no lawyer is required. Decisions are binding and enforceable; either party may object to the consumer court within fifteen days.
Defective goods and services
For defective goods, the consumer may choose to rescind the contract, request a price reduction, free repair or replacement. The seller, manufacturer and importer may be jointly liable. Keep invoices, service records and written correspondence — they are the backbone of any claim.
Online and distance sales
For online and other distance sales, the consumer may generally withdraw within fourteen days without giving reasons; certain goods and services are excluded. Pre-contract information requirements and refund deadlines are strictly regulated.
Off-plan housing sales
Pre-paid (off-plan) housing sales must be concluded before a notary in a form prescribed by law and are subject to construction completion requirements. The consumer has a fourteen-day withdrawal right and, subject to limited compensation, may also withdraw later before delivery. Delays in delivery give rise to claims for damages or rescission.
Banking and credit disputes
Disputes over loan agreements, credit cards, early repayment, unlawful fees and card fraud are consumer disputes. Banks must inform consumers transparently of all costs; unlawfully collected charges can be reclaimed.
Consumer mediation and litigation
Since 2020, mediation is mandatory before consumer court actions above the committee threshold. If mediation fails, the case proceeds before the consumer court, which has jurisdiction regardless of value.
